Cumberland - Bruce "Alan" Clarke, 79, of Cumberland, passed away on Thursday, February 1, 2024 at Moran Manor Nursing home in Westernport, MD.

Born April 12, 1943, at the old Sibley Memorial Hospital on North Capitol Street in Washington, DC he was the son of the late Keith and Lillian (Minday) Clarke.

Alan was a lifelong resident of Washington, DC. He lived near Meridian Hill Park when he was little and then in Southeast DC East of the Anacostia River (1950-1956). He was in the Air Force ROTC while in high school and college. He was called to report to Bolling Air Force Base in Washington, DC in 1961, during the Cuban Missile Crisis.

He held two degrees from the University of Maryland in Government and Politics, having a Master's Degree in Public Administration and also worked towards a PhD in Public Administration. He worked for the Federal Government after college for the US Civil Service Commission, Congressman Harold Vernon Froelich of Wisconsin (During the Watergate Era), The Office of Health, Education, and Welfare before being separated into the US Department of Health and Human Services and the US Department of Education in 1980.

He was a dedicated public servant. He was a man of great honor and character. He refused to compromise his reputation, honor, character, and integrity often getting a lot of heat. A kind, generous person he taught his family the value of "tipping" generously. He was a great storyteller.

Alan is survived by his loving wife, Tamar (Nobel) Clarke; son, Emmanuel Clarke, Washington, D.C., and daughter, Sarah Clarke, Arizona.

Friends will be received at the Scarpelli Funeral Home, P.A., 108 Virginia Avenue, Cumberland on Sunday, February 4, 2024 from 12:00 p.m. until 1:00 p.m. A funeral service will immediately follow at 1:00 p.m. with Rabbi Mark Perman officiating.

Interment will be in Eastview Cemetery.
