Cecil Edward Portmess, 67, of Cumberland, MD passed away peacefully on April 22, 2026.

He was born October 24, 1958 in Cumberland to the late Francis and Jessie (Johnson) Portmess. In addition to his parents he was preceded in death by his older brother, Robert Wayne Portmess.

He graduated from Fort Hill High School in 1976 and soon after answered the call to serve his country by enlisting in the U.S. Army. Over a distinguished career spanning more than 22 years and retiring with the rank of Staff Sergeant, his service was highlighted by time spent as a Green Beret, serving with the 5th Special Forces Group (Airborne).

Cecil cherished time with his family, friends, and animals. Whether working with horses, overhauling vehicles, or tackling a new project, his hands were rarely still—he had a natural drive to fix, build, and improve whatever was before him.

Surviving him is his daughter, Virginia Marie Portmess; siblings, Carl Portmess (Tammy), Patricia Butts (Raymond), Brenda Ross, Keith Portmess (Patti), and Warren Portmess (Ronna); his large extended family including numerous nieces and nephews; and many friends.

A visitation will be Thursday, April 30th from 5:00 to 7:00pm at Scarpelli Funeral Home, P.A. 108 Virginia Ave, Cumberland.

Visitation will continue Friday, May 1st from 10:00 to 11:00am at the funeral home, and a funeral service will begin at 11:00am.

Full military honors will be provided by the United States Army and assisted by the American Legion Post 13 Veterans Honor Guard.

Internment will be in the Maryland Veterans Cemetery at Rocky Gap, Flintstone, MD.

The family requests memorial contributions be directed to the local VFW or American Legion or Animal Shelter.
