Mt. Savage Joseph V. Carter, 93, passed away on Wednesday, June 26, 2019.Born on May 24, 1926, in Mt. Savage, MD, he was the son of the late Joseph Nicholas and Sarah (Miller) Carter. In addition to his parents, Joe was preceded in death by his wife, Virginia (Haus) Carter; and his daughter, Mary Ann Carter. Joe was also preceded in death by his brothers, Dr. John Carter and wife Edie, and Thomas Carter; sisters, Rosemary Shockey, Sally Tuscano and husband Patsy, and Ann Martirano; brothers-in-law, James Dickel, and Dale Whitehead.Joe was a graduate of LaSalle High School, class of 1944. Following high school, he served his country in the United States Army during World War II. In high school, Joe was involved in athletics. He played football, basketball, and baseball. Joe was the captain of all of his athletic teams, and he received the coveted Rapplier Award for his leadership, athletic ability, and academic accomplishments. Joe was also the class president. After being discharged from the Army, Joe attended Frostburg State University before receiving his Bachelor's Degree from Mt. St. Mary's University in English. Joe later received his Master's Degree in Education from West Virginia University.Joe began his 42-year education career at Bruce High School in Westernport. He later taught at Mt. Savage High School where he coached the J.V. basketball and varsity baseball teams. Joe became the vice principal at Beall Jr./Sr. High School. Joe ended his career in education as principal at Braddock Middle School.Joe was a member of St. Patrick's Catholic Church, Mt. Savage. At the church, he was a corporator, first secular Lector, and first Secular Eucharistic Minister. For his work with the church, Joe was awarded the Papal Medal of Honor by Cardinal William Keeler in 1997, and the Archdiocese Medal of Honor was also awarded to him. Joe was a member of the Mt. Savage VFW, Mt. Savage Knights of Columbus, and the Maryland Association of Secondary School Principals.Joe is survived by his son, Joseph W. Carter and wife Cathy; his granddaughter, Kristen Carter, whom he referred to as his precious gem and the greatest highlight of his life; sisters, Mary Lou Dickel, and Peggy Whitehead. Joe is also survived by several nieces, nephews, great-nieces and great-nephews.Friends will be received on Friday, June 28, 2019 from 2-4 and 7-9 P.M. at the Scarpelli Funeral Home, P.A., Virginia Avenue, Cumberland. A Christian Wake service will be conducted at the funeral home at 8:45 P.M. Mass of Christian Burial will be celebrated at St. Patrick's Catholic Church, Mt. Savage, on Saturday, June 29, 2019 at 11 A.M. Burial will be in St. Patrick's Catholic Church Cemetery, Mt. Savage. Military honors will be accorded at the gravesite by Ft. Cumberland Post 13 Honor Guard.The family would like to extend their appreciation to the staff of Egle Nursing and Rehabilitation Center for their professional, kind, and compassionate care during Joe's stay. The family was also grateful to Joe and Mag Sank and Debbie Stafford for their assistance during Joe's later years.
