William "Billy" Oscar Rizer, Jr., 68, of Ridgeley, passed away on Thursday, January 16, 2025 at J.W. Ruby Memorial Hospital in Morgantown.

Born June 8, 1956, in Cumberland, he was the son of the late Mildred "Mickey" (Beall) and William Rizer, Sr.

Billy was member of South Carroll High School. He was a member of First Church of God in Cumberland, Maryland. Billy worked as a project engineer for the Maryland State Highway.

Billy loved sports cars, dogs and most importantly his family. He especially enjoyed rocking out to rock music.

William is survived by his children, Whitney and William "Dutch" Rizer; two brothers, Rodney Rizer, Michael Rizer (Wanda); one sister, Judy Belcher; second mother, Virginia (Simpson) Rizer; five step-siblings; grandchildren, Willow Rizer and Joseph Ashby, and nieces and nephew, Amy Rizer Sigai, Rodney "Ike" Rizer, and Kimberly Rizer. He will be sadly missed by his family and friends.

Friends will be received at the Scarpelli Funeral Home, P.A., 108 Virginia Avenue, Cumberland on Thursday, January 23, 2025 from 11:00 a.m. until 1:00 p.m. A funeral service will be immediately follow at 1:00 p.m. with Pastor Mark Lintz officiating.

Interment will be in Glendale Cemetery, Flintstone, Maryland.

In lieu of flowers, contributions be directed to First Church of God, 2 Lagonda St, Cumberland, MD 21502, in honor of Billy's memory.
